Giscard d'Estaing: don't let the Convention fail

 

© European ConventionThe coming eight days will decide whether the Convention will be a success or a failure. The Young European Federalists (JEF) appeal to Valéry Giscard d'Estaing to prevent a failure of the Constitutional Convention and listen to the majority of the Convention members, instead of changing this forum into an Intergovernmental Conference with a larger audience.

 

Jan Kreutz, Vice-President of JEF, said: "The Convention process cannot be regarded as successful if the result is a Union still unable to take decisions. Having unanimity decisions in a Union of 25 members will lead to renewed horse-trading."

 

"The Young European Federalists therefore agree with the majority of the Convention to use qualified majority voting in nearly all areas of Union action, including Foreign and Security Policy."

 

"The citizens of Europe are not willing to accept another European treaty. There is clearly a demand for a European Constitution. "

 

"The result of the Convention can only be considered as a Constitution, if the ratification and future amendments of the widely accepted text cannot be jeopardised by the veto of individual member states."

 

Jon Worth, JEF-Europe bureau member, further stressed: "The vast majority of the members of the convention are really committed to democratising the European Union."

 

"One of the crucial demands to this end is that the President of the European Commission has to be elected by the European Parliament. Only this solution will involve the European citizens and give them the chance to choose the politics and the leadership of the Union: by voting in the European elections."

 

"Giscard has to consider this demand when drawing up the final version of the European Constitution."

 

"The result of the Convention can only be seen as the break through for a transparent, democratic and efficient Union – as demanded by the Laeken declaration - if Giscard accepts the demands of the majority of Convention members."

Giscard d'Estaing: ne laissez pas échouer la Convention

 

Les jours qui viennent décideront du succès ou de l’échec de la Convention. Les Jeunes Européens Fédéralistes (JEF) en appellent à Valéry Giscard d'Estaing: il faut empêcher un échec de la Convention et écouter la majorité de ses membres, au lieu de transformer ce forum en une Conférence Intergouvernementale élargie.

 

Selon Jan Kreutz, Vice-Président de JEF, «La Convention ne pourra pas être considérée comme un succès s’il en résulte une Union qui reste incapable de prendre des décisions. L’unanimité dans une Europe à 25 n’entraînera que de nouveaux marchandages.»

 

«Les Jeunes Européens Fédéralistes rejoignent dont la majorité des membres de la Convention: il faut que le vote à la majorité s’étende à l’immense majorité des domaines d’intervention de l’Union, y compris la Politique étrangère et de sécurité.»

 

«Les citoyens d’Europe ne sont pas prêts à accepter un autre traité européen. Il y a une forte demande pour une Constitution européenne.»

 

«Le produit de la Convention ne pourra être considéré comme une Constitution que si la ratification et les révisions futures de ce texte, largement approuvé, ne peuvent être remises en cause par le veto d’un seul Etat membre.»

 

«La grande majorité des membres de la Convention a vraiment la volonté de démocratiser l’Union européenne,» a ensuite insisté Jon Worth, membre du bureau exécutif de JEF-Europe.

 

«A cet égard, l’une des principales exigences est que le Président de la Commission européenne soit élu par le Parlement européen. Seule cette solution permettra l’implication des citoyens européens et leur donnera la possibilité de choisir les politiques menées et les dirigeants de l’Union, par le biais des élections européennes.»

 

«Giscard se doit de prendre en compte cette exigence lors de la rédaction de la version définitive de la Constitution européenne.»

 

«On ne pourra considérer le texte produit par la Convention comme une avancée majeure vers plus de transparence, de démocratie et d’efficacité – comme l’exige la déclaration de Laeken – que si Giscard accepte les demandes de la majorité au sein de la Convention.»
